The smokestack is a cell tower disguised to look like a smokestack. They are on the Concord Waste Water Treatment facility land. I'm told Great Meadows was a better birding spot when the plant used to dump partially treated effluent into the upper pool.

If you look closely at the pictures you can see the "smokestack" has a cover on it. I thought that was odd, but if it's a cell tower in disguise then that would explain it.
